Langkah Berani Pemda Manggarai Barat

Tidak tercatatnya Lampiran Penyerahan Aset tanah Pemda Manggarai di Toroh Lemma Batu Kallo ketika Manggarai Barat terbentuk menjadi soal tersendiri bagi Bupati Fidelis untuk menentukan sikapnya yang tegas untuk status tanah tersebut. Surat Pernyataan Bupati Fidelis bertanggal 31 Januari 2014 jelas menulis “tidak pernah mengetahui dan mendapat informasi dari Pemerintah Kabupaten Manggarai, tentang adanya Dokumen Penyerahan Tanah Adat di lokasi Toro Lemma Batu Kallo, yang diserahkan oleh Haji Ishaka dan Haku Mustafa sebagai Fungsionaris Adat/Tua Adat Nggorang kepada Pemda Tk.II Manggarai pada tahun 1997, luas kurang lebih 30ha”.

Bupati Fidelis pada point 3 menyatakan terang benderang, “Tanah luas kurang lebih 30ha di lokasi Toro Lemma Batu Kallo, Kelurahan Labuan Bajo, Kecamatan Komodo, Kabupaten Manggarai Barat, tidak terdaftar dalam Daftar Lampiran Berita Acara Penyerahan Aset Daerah dari Pemkab Manggarai kepada Pemkab Manggarai Barat”. Jikapun Bupati Fidelis ingin mengklaim, atas dasar apa? Apakah hanya bertitik tumpu pada rumor dan cerita lisan?

Pernyataan tertulis ini memang berdasar. Pengakuan Bupati Gaspar dan Bupati Anton menjadi titik pijak bagi dirinya untuk mengambil sikap terhadap kebijakan pembangunan di Manggarai Barat, termasuk di dalamnya menyangkut asset daerah.

Pada masa kepemimpinan Bupati Agustinus Ch. Dula, periode pertama 2010-2021, perhatian serius atas tanah Toroh Lemma Batu Kallo dilakukan. Pencarian dokumen menjadi strategi awal. Para pihak yang diketahui terlibat dalam urusan itu didekati dan mulai diwawancarai. Sejak tahun 2013, Bupati Gusty dengan stafnya bekerja. Mereka membuat pertemuan-pertemuan. Para tokoh yang berperan diundang, termasuk membuat dokumen-dokumen pernyataan secara tertulis.
