Penyakit yang paling berbahaya saat ini bukanlah Aids, jantung pun stroke melainkan terasing secara sosial. Belenggu paling mematikan adalah hilangnya kepekaan terhadap sesama dalam pelbagai bentuknya. Setiap individu sibuk dengan dirinya sendiri. Egoisme kian menguat dalam diri setiap orang. Kemudian egoisme itu menggumpal pada perasaan yang sama dalam kelompok-kelompok komunitas sehingga melahirkan masyarakat yang apatis pada sesama, termasuk yang diberi kategori miskin secara ekonomi.

Masyarakat yang egois adalah efek paling kentara dari makin sirnanya nilai-nilai pembentuk karakter pada masyarakat. Padahal bangsa kita disebut sebagai bangsa yang berbudaya dan kaya akan nilai. Filosofi gotong royong dalam segala bidang kehidupan perlahan-lahan punah. Sehingga jurang antara yang kaya dan miskin kian melebar, yang kuat menyantap yang lemah, seolah mengamini adagium Thomas Hobes, “Homo Homini Lupus” (manusia menjadi serigala bagi sesamanya).

Salah satu jawaban yang solutif untuk mengatasi problema itu adalah koperasi kredit. Melalui koperasi kredit prinsip solidaritas dalam konsep ekonomi gotong royong menjadi nyata. Prinsip-prinsip berbasis kemanusiaan dibangun. Mengapa koperasi? Apa untungnya? Bagaimana mengemas ekonomi kreatif berbasis koperasi? Bagaimana koperasi akhirnya menyokong kemanusiaan?

Ikuti perbincangan Pos Kupang dengan Kanisius Teobaldus Deki S.Fil., M.Th di ruang kerjanya di Kantor Kopkardios Ruteng, Kamis, 30 Agustus 2018.

Bagaimana awalnya anda berkenalan dengan koperasi dan mengapa memilih koperasi?

Ceritanya panjang. Tahun 2005 saya menyelesaikan studi magister. Waktu itu kampus STKIP Santu Paulus Ruteng dirundung masalah akut. Kampus hampir tutup. Dosen-dosen mengundurkan diri. Uskup Edu Sangsun SVD sebagai Pembina yayasan mencari orang-orang Manggarai yang berijazah S2. Saya salah satu yang dihubungi. Datanglah saya ke Ruteng. Saat itu perekonomian di Manggarai sangat susah. Tahun sebelumnya ada kasus pembabatan kopi petani di lahan yang ditengarai kawasan hutan. Gaji kami sangat kecil. Waktu itu untuk menghidupi diri sendiri saja cukup susah. Apalagi kelompok masyarakat lainnya. Lalu bersama beberapa teman berniat membentuk koperasi. Kebetulan saat berada di Israel saya mengenal kelompok masyarakat yang mandiri di segala bidang yang disebut “kibbutz”. Saya ingin menawarkan ide itu kepada teman-teman. Namun, ide itu dihentikan tatkala kami mengetahui Keuskupan sudah membentuk Koperasi Karyawan Dioses Ruteng (Kopkardios). Lalu, kami masuk di sana sebagai anggota yang aktif. Koperasi dalam benak kami adalah badan usaha milik bersama yang di dalamnya roh usahanya dibarengi nilai-nilai kemanusiaan.

Apakah masih releven mendiskusikan koperasi ketika saat bersamaan Koperasi Unit Desa sudah lenyap?

Ya, itulah pertanyaan yang sering diajukan kepada kami. Kebetulan tahun 1970-an Credit Union (CU) sudah mulai diperkenalkan di Flores, termasuk Manggarai. Di Ende dan Maumere CU langsung berhasil dipraktikkan. Sedangkan di Manggarai gagal. Kisah gagal ini cukup mengganjal kami dalam mengkampanyekan koperasi di Manggarai, termasuk KUD. Namun oleh keuletan dan ketekunan para Pengurus, Pengawas dan Manajemen, kendati lahir di akhir era 1990-an, koperasi kredit tetap diterima masyarakat.

Bagaimana pertumbuhan dan perkembangan Kopkardios selanjutnya?

Kopkardios lahir dari kesadaran karyawan Dioses Ruteng yang kesulitan ekonomi. Lembaga ini berdiri tahun 1999 dan mulai beroperasi di awal millennium baru tahun 2000. Mulanya ada 25 orang yang menjadi pendiri dengan modal awal Rp. 12.000.000. Sampai tahun buku 2010 pertumbuhan anggota dan modalnya bisa dibilang lamban. Tahun 2010, anggota berjumlah 1.584. saat itu, kami terpilih sebagai Badan Pengurus. Dalam tempo 8 tahun kami kami menambahkan jumlah anggota 11.150 orang dengan asset sebesar Rp. 53M. Anggota kami tersebar di tiga wilayah kabupaten Manggarai Raya.

Faktor apa yang menyebabkan pertumbuhan lembaga ini begitu massif?

Ada tiga faktor penting yang kami jumpai. Pertama, kami menjawabi kebutuhan anggota akan uang dengan prosedur yang mudah dan murah. Kedua, bunga yang kami berikan sangat kecil dengan system yang mengutungkan anggota. Motto kami “Ca weras pande beka-ca mongko pande do” (Satu bulir menjadi banyak-satu buah menjadi lebih banyak). Anggota mengumpulkan uang lalu dipinjamkan oleh anggota yang membutuhkannya. Ada spirit gotong royong di sana. Ketiga, kami melayani masyarakat lapisan bawah yang kurang diperhatikan lembaga keuangan konvesional lainnya seperti bank. Anggota kami berada di kampung-kampung nun jauh di pelosok-pelosok Manggarai Raya.

Apakah keuntungan ril yang diperoleh anggota?

Akses mereka akan lembaga keuangan ada. Melalui koperasi mereka dihargai. Mereka meminjam karena hak, bukan lagi sebagai peminta-minta. Mereka dipercayai sebagai manusia yang memiliki saham, bukan karena mereka memiliki jaminan berupa asset. Mereka dapat berusaha, menciptakan ekonomi kreatif melalui modal dari koperasi. Mereka bisa menyekolahkan anak ke jenjang perguruan tinggi, membangun rumah, membeli kendaraan dan memiliki jaminan masa depan melalui dana pensiun.

Tantangan apa yang sangat besar dalam membangun koperasi?

Mentalitas masyarakat kita masih menjadi tantangan utama. Masyarakat kita sudah terbiasa dengan label miskin, mengharapkan bantuan, kurang berusaha, dan cenderung instant. Lihat saja banyak rentenir berwajah koperasi yang menjual uang dengan bunga 20%. Masyarakat mau berhutang asal cepat, saat ini, sekarang dan di sini. Ini tantangan bersama semua pihak, khususnya pemerintah daerah. Selain itu, pemerintah belum memandangan koperasi sebagai solusi untuk pembangunan ekonomi yang efektif. Hal itu terlihat ada kebijakan anggaran yang masih minim untuk pendidikan koperasi.

Baru-baru ini gedung kantor Kopkardios dibangun, termasuk salah satu gedung koperasi termegah di NTT, apa harapan anda selanjutnya?

Tahun 2017 saya terpilih menjadi Ketua Pengurus. Hal pertama yang saya lakukan adalah mewujudkan impian kami untuk memiliki kantor sendiri. Masyarakat kita sangat figurative. Mereka butuh simbol. Karenanya kami sepakat membangun kantor baru yang megah sebab sebelumnya kami meminjam gedung milik keuskupan Ruteng. Pada tanggal 7 Juli 2018, bersamaan dengan HUT Koperasi Tingkat Provinsi NTT, gedug ini diresmikan oleh Gubernur NTT, Drs. Frans Lebu Raya bersama utusan Menteri Koperasi dan UKM RI. Melalui tampilan gedung baru ini kami ingin menyakinkan masyarakat bahwa kita mampu menjadi lembaga keuangan yang terpercaya yang membantu anggotanya untuk menjadi sejahtera.

Bagaimana pandangan tentang pertumbuhan koperasi di Bumi Manggarai Raya saat ini?

Pertumbuhan koperasi baik. Khusus untuk koperasi kredit, ada 39 Kopdit yang tergabung pada Pusat Koperasi Kredit (Puskopdit) Manggarai yang bertumbuh dan berkembang dengan baik. Kami melihat ada geliat pertumbuhan anggota dan modal yang berpengaruh pada pertumbuhan usaha anggota di masyarakat.

Respon masyarakat tentang perkoperasian menurut anda?

Sampai sejauh ini, melihat banyak kantor koperasi yang membantu masyarakat dalam akses keuangan, masyarakat makin mengenal dan mulai mencintai koperasi. Koperasi sudah menjadi salah satu rujukan utama keuangan masyarakat. Bukan lagi lembaga keuangan alternative.

Bagaimana pandangan anda tentang koperasi harian yang terus ada di tengah kehidupan masyarakat?

Tentu “koperasi harian” adalah lembaga keuangan yang bukan dimiliki para anggota, melainkan lembaga milik perseorangan yang bertamengkan koperasi. Sebuah koperasi didirikan oleh anggota untuk kepentingan anggota. Praktik “koperasi harian” adalah praktik rentenir karena memberikan pinjaman kepada pihak yang bukan anggota dengan bunga yang tinggi. Resikonya sangat tinggi. Dengan bunga yang tinggi (rata-rata 20%) bukan membantu orang yang sedang berkesulitan tetapi malah mencekik mereka untuk terus berada di lubang kemiskinan. Sebenarnya, inilah saat yang tepat bagi masyarakat untuk tidak dijajah terus menerus oleh para rentenir itu, yakni dengan menjadi anggota koperasi yang benar.

Apa pandangan dan penilaian anda soal koperasi di NTT

Provinsi kita disebut “Provinsi Koperasi”. Tugasnya berat. Pertama, membuat rakyat NTT sadar akan perlunya mereka berkoperasi lalu terlibat aktif di dalamnya. Kedua, pemerintah juga terlibat aktif dalam kampanye dan pendidikan serta pendampingan lembaga koperasi yang ada sehingga dari segi manajemen mereka mampu melayani anggota secara maksimal. Kami melihat bahwa sampai sejauh ini, kebijakan anggaran pemerintah Provinsi dan Kabupaten belum betul mengakomodir kepentingan ini.

Bagaimana harapan anda agar koperasi di NTT bisa mendunia

Koperasi kredit lahir di Eropa untuk membantu masyarakat kelas bawah, yakni para buruh. Koperasi di NTT bisa mendunia tatkala perekonomian kita berada dalam prinsip dan sistem ekonomi gotong royong. Dalam semangat gotong royong yang kuat menolong yang lemah, yang lemah diberdayakan sehingga mereka bisa mandiri. Angka kemiskinan menurun. Angka produktivitas makin naik grafiknya. Tingkat kesejahteraan penduduk terus membaik. Lapangan kerja menyerap tenaga kerja. Kisah saling tolong inilah yang bisa menjadikan NTT sebagai “the best practice” (contoh baik) untuk ditawarkan kepada dunia.

Menurut anda apakah Manggarai layak menjadi kabupaten koperasi agar masyarakat bisa keluar dari kemiskinan.

Tentu sangat layak. Data pertumbuhan lembaga koperasi kita membaik dari waktu ke waktu. Tinggal saja kemauan baik pemerintah untuk terus melakukan pendampingan kepada lembaga-lembaga ini. PAD Manggarai 70% bersumber dari pertanian. Itu artinya, melakukan inovasi di bidang pertanian menjadi pilihan utama selain sector jasa. Saat ini, program hortikultura pada kelompok masyarakat menunjukkan kegairah ekonomi baru. Ikutannya adalah pendampingan manajemen keuangan kelompok dan keluarga agar uang yang dihasilkan berdaya guna.

Apakah selama ini koperasi di Manggarai menurut anda sudah membantu masyarakat keluar dari kemiskinan?

Kami pastikan bahwa koperasi telah ikut membantu masyarakat keluar dari kemiskinan walaupun belum seluruhnya. Penduduk yang menjadi anggota koperasi belum sampai 11% dari total jumlah penduduk. Itu artinya, masih banyak calon anggota yang perlu diajak untuk menjadi anggota. Dengan demikian, mereka belajar literasi keuangan, usaha kreatif dan mandiri sehingga kemakmuran bukan lagi rencana atau cita-cita melainkan fakta.

Harapan anda kepada Pemkab Manggarai dan NTT guna memajukan koperasi?

Pemerintah melalui instansi teknis hendaknya memandang koperasi sebagai salah satu peluang ekonomi utama dalam membangun kesejahteraan rakyat Manggarai. Kesadaran itu harus terus menerus dibangun sehingga tereksplisitasi pada program-program ril pengentasan kemiskinan masyarakat. Karena itu, dana pendidikan bagi anggota, badan Pengurus, badan Pengawas dan tim Manajemen sangat dibutuhkan untuk dianggarkan pada APBD. Selain itu, perlunya figur model. Dengan bupati, wakil bupati, Sekda dan pejabat teras lainnya masuk koperasi itu adalah kampanye efektif untuk mengajak masyarakat agar juga menjadi anggota. Hal mana membenarkan bahwa pembangunan adalah usaha bersama semua pihak.
