Joe Biden terpilih menjadi Presiden Amerika Serikat ke-46. Tempik sorak-sorai tak dapat ditahan. Rakyat Amerika Serikat (AS) bergembira atas peristiwa ini. Kendati sebelumnya kubu Preisden Donal Trump mengklaim menang, namun kenyataan membuktikan bahwa dirinya kalah atas Joe setelah suara dari Pennsylvania (20) berhasil melewati ambang batas 270 suara electoral. Tanggal 7 November 2020 merupakan moment bersejarah yang pantas dicatat dalam sejarah AS.

Dalam kesempatan yang berbahagia itu, Joe Biden di kota Wilmington, DE, menyampaikan pidato kemenangannya yang diberi judul “A Time to Heal” (Saat Untuk Menyembuhkan):“I sought this office to restore the soul of America, and to make America respected around the world again and to unite us here at home. It’s time to put away the harsh rhetoric, to lower the temperature, to see each other again, to listen to each other again, to make progress, we must stop treating our opponents as our enemy”, kata Joe.

Dalam kesempatan itu Joe menekankan perlunya memulihkan jiwa Amerika, membuat Amerika dihormati lagi di seluruh dunia dan secara internal masyarakat Amerika bersatu kembali, merasakan Amerika sebagai rumah. Bagi Joe, kemenangan ini menjadi saat untuk menyingkirkan retorika kasar, untuk menurunkan ketegangan, untuk bertemu lagi, untuk mendengarkan satu sama lain lagi, untuk membuat kemajuan, dan harus berhenti memperlakukan lawan sebagai sebagai musuh.

Pernyataan Joe memang beralasan. Selama masa kepemimpinan Donal Trump yang memiliki motto “make America great again” (Membuat Amerika Hebat Kembali) tidak sungguh kelihatan bahwa Negara ini berada posisi hebat. Gempuran ekonomi China menggerus pertahanan produk-produk AS di hampir semua Negara, termasuk AS sendiri. Belum lagi ancaman Negara lain seperti Korea Utara yang ingin menyerang AS dengan misil nuklir. Martabat AS sebagai Negara yang dikenal “super power” (adidaya) seolah kehilangan pamor di tangan Trump.

Pada lini ekonomi,di kuartal II 2020, ekonomi AS minus 31,4%. Pandemi telah membuat 22,2 juta pekerja mengalami pemutusan hubungan kerja (PHK). AS terjungkal ke ruang resesi. Pada saat kenyataan itu dialami masyarakat AS, harapan akan pemulihan sangat besar. Kendati hasil survei Refinitiv menunjukkan PDB AS diprediksi tumbuh hingga 31,9%, masyarakat AS tetap ragu apakah di bawah kepemimpinan periode kedua Trump AS betul-betul keluar dari ancaman resesi. Motto Trump untuk “great again” menjadi slogan omong kosong.

Siapa Joe Biden?

Joe lahir di Scranton, PA pada 20 November 1942. Ia adalah sulung dari empat bersaudara. Orangtua mereka, ayahnya Joseph Sr dan Ibunya Jean mendidik ke empat anak dalam tradisi Katolik. Anak-anak mereka bersekolah di sekolah Katolik yang diasuh para suster biarawati. Kebiasaan dan tradisi Katolik terus berbekas pada Joe. Ke mana-mana ia selalu mengantungi rosario dan mendaraskannya hampir setiap hari. Joe bergereja di dekat White House. Menurut Joe, berdoa sebelum mengambil keputusan penting adalah lakutapa yang kerap dilakukannya.

Karir politiknya terus bersinar. Pada tahun 1972 Joe memenangkan pemilihan senator Delaware pada usia muda, 30 tahun. Joe meniti kariernya sebagai senator mewakili Negara Bagian Delaware, setelah menang pemilihan 1978, 1984 dan 1990. Ia pernah mencalonkan dirinya untuk pemilihan presiden mulai tahun 1984, 1988 dan 2008. Kegigihannya dalam berjuang membuahkan hasil. Ketika Barrack Obama, mantan komptetitornya, menjadi Presiden, Joe diminta untuk menjadi Wakil Obama. Joe dikenal sebagai pribadi yang matang, penuh tanggung jawab dan diterima di semua kalangan, baik orang kulit hitam maupun kulit putih. Joe mendampingi Obama sebagai wakil presiden selama dua kali pemerintahan dari 2008-2016.

Joe memang menunjukkan kualitas dirinya. Saat diberi tugas untuk mengembalikan ekonomi Amerika yang terpuruk akibat krisis ekonomi tahun 2008, Joe membetulkan kembali Industri mobil Ford, GM dan Chrysler yang runtuh melalui kebijakan bail out hingga berjalan kembali.

Joe menjadi pendamping yang baik bagi Obama. Mereka menjadi teman berdiskusi yang baik untuk pemulihan ekonomi AS. Sebagai orang yang usianya lebih tua, Joe sekaligus merupakan penasihat bagi Obama.

Pada tahun 2016 ada tawaran dari partai Demokrat yang menghendaki Joe untuk ikut pemilihan presiden bersama calon lain mewakili partai, termasuk Hillary Clinton. Namun Joe menolak. Joe berpikir saatnya sudah tiba badi dirinya untuk mundur dari arena politik. Namun, ada banyak suara yang menghendaki dia ikut bertarung kembali. Satu-satunya alasan saat itu adalah munculnya niat dan tanggung jawab untuk memimpin AS bangkit kembali.

Niat itu terus menggumpal hingga tahun 2018 dia berniat mencalonkan diri kembali. Walaupun sebenarnya ia mengalami kesulitan finansial, ia tetap meniatkan diri tampil sebagai kandidat dari partai Demokrat. Para sponsorpun meragukan dukungan bagi Joe, juga pemilihan primer di Iowa dan New Hamsphire tidak mencerminkan dukungan yang kuat bagi Joe. Harapan Joe adalah South Carolina karena di situlah mayoritas pendukung dari orang hitam. Dalam alur pikir mereka, Joe bukanlah orang asing. Karena Obama yang begitu cemerlang saja angkat topi terhadap Joe, itu artinya dia adalah orang yang pantas dipercaya.

Dari berbagai kemampuannya, Joe menjadi sebagai satu-satunya calon presumtif dari Demokrat setelah Bernie Sanders mengundurkan diri pada bulan April 2020. Bulan Juni 2020, Joe resmi menjadi calon presiden setelah melampaui ambang 1991 delegasi. Pada Agustus 2020, Biden memilih Kamala Harris, senator dari California, mantan pesaing dalam awal pemilihan primer Demokrat, menjadi calon Wakilnya.

Kekuatan Joe sebenarnya ada pada his personality (kepribadiannya). Di masa pendemi Covid-19 menghantam AS, dia berusaha agar angka pengangguran diperkecil dengan inovasi-inovasi pembangunan yang mungkin. Joe memiliki branding yang lebih bermutu dibandingkan dengan Trump yang suka membangun pernyataan-pernyataan yang controversial dan meresahkan masyarakat AS yang sedang dilanda resesi.

Kepribadian Joe yang rendah hati dan menjadi pendengar rakyat kecil, membangun budaya adil dengan mengajak kelompok kaya menolong kelompok miskin, bertarung melawan Covid-19 melalui kepatuhan pada protocol kesehatan. Dirinya menjadi representasi dari persatuan AS. Ia selalu mengajak masyarakat AS untuk menjadi satu kekuatan mengembalikan kejayaan AS. Ia berperilaku sebagai pemimpin yang non-violence (anti kekerasan) dan berjanji untuk mengayom semua warga AS termasuk yang tidak memilih dirinya. Ia tetap mempertahankan kebaradaan AS sebagai bagian dari dunia global dan ikut bertanggungjawab terhadap masalah dunia.

Joe memiliki program ekonomi kreatif yang siap menyongsong masa depan. Program program ekonomi baru ini diupayakannya untuk menumbuhkan lapangan kerja, menciptakan energi terbarukan, sehingga pertumbuhan ekonomi AS membaik kembali. Inilah hal-hal yang menjadi kekuatan Joe dibandingkan dengan Trump. Dalam sejarah AS, rata-rata Presiden AS menjabat 2 periode kepemimpinan. Namun, bagi Trump, ini adalah tragedy. Rakyat AS telah memberi dirinya kesempatan untuk melayani Negara ini, namun tidak dijalankannya maksimal.

Di musim Pilkada Indonesia tahun 2020 ini, kita bisa belajar dari kemenangan Joe Biden di AS. Jika ditarik kesimpulan, kemenangan Joe karena dua factor ini. Pertama, Joe memiliki niat yang sungguh-sungguh untuk membawa AS kepada situasi jaya kembali. Berkali-kali Joe Biden ikut dalam pencalonan sebagai presiden AS namun 3 (tiga) kali dia gagal. Namun kegagalan itu tidak menyurutkan niatnya menolong AS. Kegagalan seperti motto banyak orang adalah “kesuksesan yang tertunda”.

Krisis ekonomi yang melanda AS dan ancaman serangan militer Negara luar terhadap AS merupakan sebuah kemunduran. Negara super power seperti AS tak seharusnya menjadi sasaran krisis ekonomi dan militer. Keberhasilan Joe meyakinkan masyarakat AS akan pertumbuhan ekonomi merupakan kata kunci kemenangan Joe. Kesejahteraan adalah muara akhir dari lahirnya Negara dan pembangunan.

Kedua, kepribadian Joe sungguh memikat warga AS. Joe orang yang mampu berada di tengah masyarakat dalam situasi apapun. Joe mendengarkan orang lain, low profile, memiliki pendekatan yang human, manusiawi, bukan kekuasaan. Kata-katanya terukur. Ia tidak menghina, meremehkan atau melecehkan orang lain. Ia tidak menggunakan kekerasan untuk meraih kekuasaan. Apalagi membiarkan para pengikutnya melakukan kekerasan di depan matanya. Karena, ketika kekerasan dilakukan apalagi secara sengaja, maka pada saat itulah pencalonan seorang kandidat sudah kehilangan maknanya (meaningless).

Incumbent (petahana) seharusnya menang dengan sendirinya. Sebab, selama 5 (lima) tahun ia sudah bekerja untuk rakyat. Karenanya, di periode kedua, dia tidak perlu berkampanye sedemikian keras, sebab dirinya sudah dikenal masyarakat. Dirinya sudah berkunjung dari kecamatan ke kecamatan, desa ke desa, kampung ke kampung, bahkan rumah ke rumah. Incumbent memiliki kekuatan organik: mulai dari kepala dinas, kepala sekolah, kepala Puskemas, para camat dan kepala desa. Ia sudah bersemuka dengan para tokoh masyakat, tokoh agama, tokoh pemuda.

Namun titik lemah incumbent terbuka lebar. Masyarakat bisa menilai kemampuan dirinya membangun ekonomi, membawa kesejahteraan atau tidak. Kerjanya bisa dinilai seperti Trump. Jika ternyata ia tidak terbukti memenangkan rakyat dalam pembangunan, saatnya memang rakyat menyingkirkan incumbent dari tampuk kekuasaan. Kesadaran itu bukan hanya pada rakyat yang menilai. Incumbent sendiri juga menyadari itu. Evaluasi atas kinerjanya terlihat pada cara dia tampil dalam arena kampanye politik.

Sejatinya, incumbent yang sudah berbuat banyak bagi ekonomi rakyat dan membangun kesejahteraan menjadikan kenyataan itu sebagai kampanyenya. Tak perlu susah-susah dan repot turun lagi ke lapangan. Tinggal bilang, “Inilah yang saya sudah kerjakan untuk rakyat, kalian sendiri silahkan memutuskan”. Fakta di lapangan memperlihatkan situasi berbeda: banyak incumbent kerja lebih keras dari para penantang di Pilkada. Apa sebabnya? Karena mereka sadar mereka telah gagal memenangkan kepercayaan rakyat. Ini saat untuk membangun janji baru. Moment paling krusial dan dilematis di saat rakyat sudah cerdas dan mampu menilai kinerja pembangunan secara kritis.

Joe Biden dengan kemampuannya meyakinkan rakyat AS menjadi pembuka jalan bagi kandidat yang ingin mengalahkan incumbent (petahana). Sepertinya, kekalahan Trump akan menjadi bayangan buruk bagi para incumbent yang telah gagal memenangkan kesejahteraan rakyat. Why not? It is possible!***
